Let the primer dry completely before applying the basecoat. Do not apply basecoat while the primer is still wet. Once the primer has cured, sand it smooth, clean the surface thoroughly, and then apply the basecoat. Drying time will vary depending on temperature, humidity, and how heavily the primer was applied.
